It’s very easy to measure rain–all you need is a container with straight vertical walls and a ruler. Just put it out and measure the depth of the water with the ruler.
Wind speed is a bit more difficult. There are several different types you can build, but they’ll take a little work. Here is a link that will tell you how to build one type http://www.worsleyschool.net/science/files/anemometer/anemometer.html
try Dave’s rock
get a rock and hang it outside
if it’s moves -its windy
if it cast a shadow -its sunny
if you cannot see it-fog
if it is wet- it is raining
if it has a white bit on top -it is snowing
if it is jumping up and down -it’s an earth quark
if it is gone – hurricane
